The program serves income eligible families or over income families who meet certain criteria. Children must be three years of age before August 31. Center and home-based services are provided in Ellis, Rooks, Rush, and Russell counties.

Parents as Teachers (PAT) is a child development/parenting/family services program for pregnant women and families with a child between birth through age three. Parent Educators meet with parents once to twice a month in their home. The primary focus is development and parenting and is open to eligible families that live in the Hays School District.
